With iOS 8 set to launch tomorrow, Apple is well underway approving apps and app updates that incorporate the new features of iOS 8. Apps that require iOS 8 are currently ‘Pending An Apple Release’, but apps that support earlier versions are beginning to show up in the store. However, developers have discovered that integrated extensions, like Today widgets, are not working and failing to appear in Notification Center. Both PCalc and OmniFocus have acknowledged these issues, but it applies universally.
The App Store appears to be mangling code signing of these extensions (which are signed separately to their parent applications), causing the bug. However, it is likely that this will be fixed by the time iOS 8 is released tomorrow. The App Store servers will be able to reload the binaries without developer intervention. The App Store has experienced problems like this before, with published apps becoming corrupted for some users. Developer James Thomson, who has good connections with Apple engineers, says that Apple is currently trying to resolve the problem.

The fix should not require resubmissions by developers, so assuming Apple can rectify the issue in the next fifteen hours or so, there isn’t too much to worry about. 9to5Mac has reached out to Apple about the problem and we’ll update if we hear back.

i think it just means that the issue is with the apps and not in the OS.

It’s true that the article clearly explains that it’s a problem coming from the binaries delivered by the App Store, not the OS on your device.
